You need to do 3 steps to setup the BPO environment.

1) Installing the Firebird database.
The BPO software runs with the Firebird database. You need to install the Firebird database if it is not on your computer or database server .
2) Create the BPO database structure with the BPO Database Manager
3) Install the BPO Software
4) First time login
